You can use an old gift wrap to save your pocket.You can also use an old magazine papers .How are you going to do it ? First you need an empty bottle. Any bottle you have in your junk room .Get a glue ,cut those old wrappers into different shapes you like . Then glued the cut outs and paste it in the empty bottles body.Let try. You can adorn it with colorful laces too.

Another way to adorn a bottle is filling. Fill the bottle with colorful stuffs like colored marbles , rubber bands or any colorful tiny stuffs you want to fill into your bottle.
